It's safe to say that a team in Quebec City will be more successful than a team in Phoenix, but the NHL management is incompetent. We all know that, though.

Sadly true. The NHL keeps losing money propping up the Coyotes. They keep holding on for expansion fees, but is blowing the money staying in the desert.
