In regards to CKVU carrying the Canucks-Panthers HNIC game, I couldn't find the Penguins-Canadiens game available anywhere else on TV. The only alternative would have been Sportsnet NOW (online streaming service). Perhaps this was an experiment of some sort.

I figured the switch was likely linked to the Roberto Luongo celebration.

I know there are City TV affiliates in Kamloops (CFJC) and Prince George (CKPG), but I don't know if they copied CKVU. Or maybe if you have timeshifting and can find a City TV affiliate elsewhere in the country.
